The first phase is producing an explicit, current, owned specification of what the system is supposed to be doing. Illuminate exists to make this phase tractable: it surfaces the running reality, the documented intent, and the gap between them. The output is the reference against which everything else is measured. Without this step, every subsequent measurement is arbitrary. This is where organizations usually discover that their documentation described a system that had already left."],"data":{"phase":"Phase one"}},{"id":"phase-two","label":"§3 Phase two","heading":"Hold the line.","paragraphs":["Once a reference exists, conformance becomes measurable. Plumbline observes continuously against the reference and reports deviations as they occur. In Six Sigma vocabulary, the reference defines the specification limits; drift is any excursion outside them.","The analogy is not rhetorical. The discipline of statistical process control exists because intermittent inspection cannot distinguish signal from noise. Continuous observation against a fixed specification can."],"data":{"phase":"Phase two"}},{"id":"phase-three","label":"§4 Phase three","heading":"Close the loop.","paragraphs":["Detection is necessary.
